
President Bush is pushing through a ruling that will make it more difficult for women to get contraceptives. The loosening of restrictions makes it easier for health care workers to conscientiously object to filling birth control prescriptions and the like. The ruling also enjoys the support of the United States Conference of Catholic Bishops, which pretty much says it all.
Aides to President-elect Obama said he would try to rescind the ruling once he takes office, but that the process that could take three to six months. President Bush is also sticking his pals in cush civil service jobs, and looking at giving himself a pardon.

With his landslide victory he has gotten a clear electoral mandate to wipe out all the remnants of the Bush regime.
Regarding the linked article: this is pretty much illegal. If the job is to be open to outsiders, non-civil service, it must be listed as "open competitive" meaning that anyone off the street can apply and be interviewed for the job.
If the job is listed as non-competitive, then the job has to go to an existing civil service employee taken from the work area in question, or a related one. Since these people were non-civil service, it is illegal to hire them to a non-competitive position.
And I'm sure Obama's massive team of legal experts is working on a half a dozen ways to undo this. Bush still doesn't get it. Obama is smarter, faster and more motivated than Bush could ever even dream of being.
Every Bush appointee that has been moved into a cushy, high paying career government position should be shipped to Baghdad to fix the mess that they all helped to create.
Let them be the "transition team" while we prepare to bring our sons and daughters home. That ought to keep them busy for about a decade. Lots of infrastructure reconstruction work to be done, since we bombed the entire country to the stone age.

Well, yes, they are likely to be that, too, but what they can do as a group--an ideologically oriented group that hates government, remember--is act as an infection within the body politic.
What an infection does is take up energy; the body has to mobilize to fight it off, and other vital activities get short shrift.

If Bush shifts these folks into these positions, Obama should be able to shift them out once he's President. It's not as though these GOVERNMENT EMPLOYEES are not aware that they're being moved as a reward for collusion with Bush.
For those that don't know, Bush moving his people to Civil Service level jobs ensures that they can't be fired without going before a tribunal 3x. While these people may be "low level" employees, they have the ability to become permanent fixtures, lots of small stumbling blocks to the new administration that could cause major problems.
If they've been implementing Bush's illegal and questionable policies, there's probably good reason to put them before a tribunal. Or subpoena them to testify before Congress.
This is not as big a problem as one may think.
One of the things the Republicans have done is systematically stripped away the rights of federal career employees.
These people Bush appears to be "burrowing in" to the federal work force can easily be isolated so they can't give orders, and forced to actually work productively.
As most have no skills, they will fail at what they are doing and be subject to discipline and removal.
Those few who actually have ability can be reformed to become productive worker bees.
Those few productive ones will get union representation and win their cases if they are unfairly treated.
The greatest myth perpetrated by the Republicans is that federal workers are unaccountable and unproductive.
They are wholly accountable and highly productive, among the most intelligent workers in the United States.

President Obama needs to make it known that whatever changes were made in Justice Department policy by 'Executive Order' during the Bush terms, they will by 'Executive Order' revert back to their original state.
President Obama needs to let it be know that whatever laws are on the books regarding increased Presidential powers that have a sunset clause in them,... he will push to let those sunset sooner, rather than to drag them out and try to extend them.
President Obama needs to appoint a fiercely independent, Constitution-loving AG, that will make it his or her mission to restore the integrity of the Justice Department, to find good, qualified apolitical lawyers to help run the place, and to appoint Constitution loving judges for appointment to the Federal Benches.
President Obama needs to have that AG appoint some set of special prosecutors to look into the doings and misdoings of the previous administration - with an eye to ferreting out remaining corrupt bits, un-privatizing our national defense capabilities (say bye bye to Blackwater and Halliburton), and figuring out what, exactly, Bush/Cheney did in such secrecy in our collective good names.

My concern is Executive order 13233, with which Bush sealed presidential records in direct contradiction to the Freedom of Information Act.

Whether or not Bush is ever handed over to the World Court for war crimes in connection with the 700,000 Iraqi civilians who have died in the process of his enriching his oil industry cronies, Bush's legacy will be one of lasting and deep shame.
